School Committee Protocol

Subject: All Day Kindergarten (ADK)

Exploratory Committee Configuration, Focus, Timeline

Rationale: It is the intent of the Gorham School Committee to establish an Exploratory Committee on ADK.  The School Committee's charge to this Committee is to engage in a respectful, reasoned, research-based review and discussion of the merits of ADK and to consider that body of knowledge in the context of the present K-12 program of the Gorham Public Schools, including the projected impact of ADK on the K-12 program from an educational and a financial perspective.

Further, the School Committee expects to receive a thorough report as a result of the focused work and deliberations of this Committee, including a recommendation from the Committee based upon substantive, reasoned, and clearly articulated evidence.

Exploratory Committee on ADK

A. Committee Configuration (9 members)
  • 2 Members of the School Committee
  • 4 Community Members Selected by the School Committee
  • 1 Elementary Principal
  • 1 School District Educator
  • Assistant Director of Instructional Support Services

B. Committee Focus Points
  • Research & Discussion on the Plus/Deltas of an ADK Program
  • Review 2006 Report/Recommendations by that Committee on ADK
Review and discussion of the District's Half Day K Program, Extended K Program & Jumpstart Program
Review and discussion of research on All Day K & Half Day K
  • Cost projections of an ADK program (Initial Year & Subsequent Years)
  • Financial implications of ADK on the District's annual budget and existing programs/personnel/infrastructure

C. Committee Timeline to Complete Report & Recommendation(s) the School Committee
• Committee established by the School Committee subsequent to the SC Forum on ADK on Thursday, September 13th and no later than Thursday, September 20th.
• Committee has initial meeting no later than Thursday, September 27.
• Committee then meets on the following dates @ 7:00pm in the Central Office Conference Room:
  • Thursday, October 4, 2012
  • Thursday, October 18, 2012
  • Thursday, November 1, 2012
  • Thursday, November 15, 2012
  • Monday, November 19, 2012: Report w/ Committee's Recommendations to Superintendent, to be included in SC packet for SC Workshop on Wednesday, November 28th.
  • Wednesday, November 28, 2012, Committee presents recommendation on ADK to School Committee and Superintendent for review and discussion
  • Wednesday, December 12, 2012, SC Meeting: ADK on agenda as a Consideration & Action item.
